The Asclepius Initiative’s March 2026 newsletter focuses on recent policy proposals and new data that raise questions about the cost of health care coverage and access to care.

The Centers for Medicare and Medicaid Services (CMS) has proposed changes to Affordable Care Act (ACA) Marketplace rules that are intended to lower costs. However, these changes may shift costs rather than reduce them by allowing plans with fewer benefits, higher deductibles, and additional administrative requirements. At the same time, early data from the 2026 open enrollment period show that Marketplace enrollment is declining for the first time in years, as rising premiums make coverage harder to afford.

This month’s newsletter also highlights TAI’s continued work to provide clear, practical information about health care coverage. We feature a new resource on employer-sponsored coverage, a webinar on dual eligibility for Medicare and Medicaid, and ongoing community presentations made possible through a grant from the Kentucky Department for Public Health.
